Choose Kotor for the bay and a late Tivat arrival

Kotor is the stronger base when the old town and Bay of Kotor are the trip's centrepiece. You can give the fortifications a cool early start, visit Perast on a separate day and return after the busiest excursion hours. The short distance from Tivat Airport also makes Kotor the sensible first night after a late arrival, although summer traffic can erase the apparent time advantage.

The cost is parking and limited beach choice. The historic core is pedestrianized, so accommodation with a specific parking plan matters. Kotor has places to swim around the bay, but it is not the best base for a classic beach holiday.

Choose Budva for beaches and a southbound route
